You might remember the Grants Pass March 9, 2010 Special Election for the 5 City Council Ward Positions? The 12 Candidates were forced to Run without the Benefit of an official Voters Pamphlet. But, thanks to (me) Mr, Rafferty the Voters did have access to voter information. I Prepared, Coordinated and Published the "Grants Pass Voters Guide" viewed on J3CF.com site, and also made printed copies available to the public, at no cost to the candidates.
I will NOT seek, accept or receive [page click here] any retirement benefits. period. Public Office should NOT be Sought as a career, or for the lush retirement. Therefore, I refuse to increase the tax payers burden! " I say, it's a privilege to serve, even if without compensation".
I plan to Offer a "Notary Public" service [page click here] located in the Clerks Office for public use, Josephine County residents at NO Cost, non resident, elected officials and county departments will be charged.
I will demand that our [page click here] Josephine County Recording and Clerk employees and staff treat those we serve courteously and respectfully 24/7. As Per Josephine County 2015-16 Budget, County Clerk Recording Goals page 26. "Provide professional and friendly customer service at all times." >Your Not Just a Customer; You Are The "Boss"!
This will allow my staff, employees and volunteers, your servants, to represent the clerks office as the professionals we are.
As your Josephine county clerk I will provide public [page click here] information on those elected offices without at least two candidate filling. This attempt should allow the voters a choice between at least two candidates. Also, remind candidates of deadlines.
The Clerks office will count 100% of the ballots by Hand. [page click here] and verify 100% of petitions, no sampling. The ballot counting / tabulating machine Will-Not be used for any election held in Josephine County, saving tax $$.
The county clerk's office will accept and record lawful Land Patents [page click here] issued by the BLM which gives a Title at Law that is far superior to titles acquired by other means. The past elected Josephine county clerk reluctantly recognised and filed / recorded some lawful Land Patents,therefore preserving the Allodial Freehold of the Owner, Heir or Assignee to said Patent.
Congress granted Land Patents, April 24, 1820, Land Patents remains the highest title at law. Allodial Title simply means there is NO superior or overlord to or over the Landowner.
Being able to own your property outright was and can be again the corner stone of individual freedom.
I hope to designate all precincts as a ballot drop location only on election day, [page click here] 8am - 8pm, and at that time we will also verify, signatures, resident voting status and correcting problems on the spot. Which will save voters time, but more importantly your vote will be immediately counted.
Voters will receive their ballot by mail. And will still have the option of voting using the established drop boxes, mailing, and now, by going to your precinct on election day.
Most all the States nation wide vote on election day at precincts. This process has worked. Oregon, adopted vote by mail. As your county clerk I can't change the way Oregon votes, but we can choose to vote at the polls on election day, given the option to do so.
I will actively evaluate the size of each precinct in Josephine County, with the intention of lowering the number of electors as close to 500 as possible per precinct. The past clerks increased the size of the precincts over the years.
"The County Clerk is the Chief Election Officer of the County, charged by statute with the conduct of Elections. This involves managing voter registration … establishing precinct boundaries …"
I will publicly give an accounting of the number of ballots purchased and issued, the number received, the number replace, the total number processed and the number left over. Every ballot will be accounted for as part of the election validation process.
I will review the clerks budget in great detail. Keying on wasted travel expenses, unnecessary publications, seminars and belonging to organizations that require dues paid by the Clerk / Recording Department or out of the Josephine County general fund.
The charges for making copies to Josephine County citizens will be reduced or eliminated. Copies for Non-Residents and the Courthouse personal will be charged at the current rate.
Explore Adding "None of the Above" [page click here] as a Josephine County Ballot option, for all Josephine County elected positions. Voters can now choose not to vote for a candidate and have their vote count. "None of the Above" could help solve the lack of voter interest, low turnout and the high "Under Vote" count.
Propose "Drug & Alcohol Testing" [page click here] for all Josephine County candidates as a requirement for all candidates running for office in Josephine County. Since the voters are the employer shouldn't the voters have the right to know if a candidate has drugs or alcohol in their system? And shouldn't continued testing be done during their term(s)?
Most if not all businesses and professional athletes are required to be tested. WHY? Because drugs and alcohol impairs normal thinking and sound reasoning.
Perhaps, "Drug & Alcohol Testing" [page click here] could be added as a Charter Amendment in Chapter 3, Section 8, Board of County Commissioners paragraph (2) and (2)(a). And in Chapter 6 Personnel, Section 20 Qualifications, paragraph (2) and (3).
"Pursue Citizen Generated Advisory Ballot Questions." [page click here] As citizens we should also have access to submit "Advisory Ballot Questions" on the ballot through the County Clerk's office. An "Advisory Ballot Question" is not making or changing legislation or is it binding. It is solely for the purpose of asking other voters a Yes or No question on any topic. As your Josephine County Clerk, I will investigate this possibility. Currently only the Board of County Commissioners can place advisory questions on the ballot.
"Lets move Oregon's Primary Election to March." [page click here] As your Josephine County Clerk, I will investigate this. If Oregon moves the Primary to March, our election cycle would still be the same, with May becoming a special election date, if needed. The benefits to Oregon could be endless. Plus the candidates would have more time to campaign for the General Election.
By the time Oregon's May primary election comes, the national candidates have already been decided by other states. Thus leaving Oregon out of the decision. Are you as tired as I am, of not having our national vote count ?
