This measure is a very important one. It involves Creating a Permanent NEW Taxing District with tax rate of $2.03 per $1000.00 of assessed property value begining 2020-2021 with NO increase of service.     See full-size proposed boundary map. (Attached Below)

This is a Grants Pass Fire District measure is only for Grants Pass as shown in the November 5, 2019 voters' pamphlet page 15, when, this measure does not effect Josephine County! Does It!


Then, WHY pray-tell did the Josephine County Board of Commissioners place this measure 17.93 on the November 5, 2019 ballot? Then write the Explanatory Statement as shown in voters' pamphlet on page 2. (* Attachment below) Why wasn't any of the Josephine County Commissioners or Legal opposed to this action? Since the Grants Pass City Council has the legal authority to place ballot measures before the Grants Pass voters' as was done in the past, and without collecting signatures.


Okay It's On The Ballot;   So Why Vote No?


Economically the proposed City Fire Rescue District is a terrible idea. W4acg believes more taxes will be needed to cover the associated cost with creating this proposed district hiring a new position of Fire Chief along with support and administrative paid staff, which would just add to the current PER's problem. Economies grow and are supported through our spending, NOT through Taxation!


Daily Courier quote from August 8, 2019 "Very Bad For Average Income Working Households and Fixed Income Seniors" And from a Daily Courier letter to the editor from Joe Henner former Grants Pass Public Safety Director states in-part "Many consider our current system to be a cost-effective service delivery model. At a time when efforts are made around the country to consolidate government services, why does the city push for the creation of a new taxing district?"


Measure 17-93 Ballot Caption and Question just asks about the formation of a Fire Rescue District. When the Josephine County Commissioners submitted the Ballot Title to the Clerk, they conveniently dropped the words Grants Pass from the Grants Pass Fire Rescue District. Possibility misleading the voters to think this is a county wide district since it was the Josephine Commissioners who placed measure 17-93 on the ballot in the first place.


It's all, very odd, because the, Grants Pass City Council has the power and authority to submit measures directly to the voters of Grants Pass, as they have done numerous times in the past. IE The Grants Pass City Council placed measure 17.73 on the November 2016 ballot, and 17.77 on the May 2017 ballot, and 17.85 on the November 2018 ballot, and then 17.91 & 17.92 on the May 2019 ballot.    Whats their reason for 17-93?


Don't be fooled. This permanent district property tax of $2.03 per $1,000 of assessed values will affect everyone FOREVER. Residential Renters (many of whom are elderly) and Business Renters will all be affected through massive rent increases imposed by landlords. Not to mention the service and product increases.


City bureaucrats desperately want to get their "permanent funding" for the Fire Department without the bother of coming to the people for their approval on future levies. This is not good for citizens. And it would give easy money to the government while, forever burdening our citizens with exorbitant property taxes.


Grants Pass Voters may have heard this statement: "If the district is formed, the permanent tax rate could never be increased per state constitutional law" Yes, this is a true statement given to the public, from the Grants Pass July 10, 2019 Power Point Presentation given by Aaron Cubic, GP City Manager, Lang Johnson, GP Deputy Fire Chief and Jay Meredith, GP Finance Director. **

However, Oregon Law (ORS 478.410) States: "478.410 Power of district to levy taxes, borrow money, sell bonds and create fees";

Yes, at the will of the Grants Pass Fire Rescue District Directors, during their term as GPFRD directors can and will place LEVIES on future ballots, sell BONDS, borrow MONEY on the assessed value of all the taxable property within the district. Then can also Create FEES.



The City wants stable funding at the cost of you giving up your right to vote for Levies. A Levy has a sunset and needs to be renewed periodically by your vote, but a Taxing District is FOREVER! And if passed, this Taxing District will automatically increase at the rate of 3% per year as per Oregon State Law.
